Continental Group finding condo renters

The Continental Group made its name managing condominium and homeowners associations -- it now manages 1,300 across Florida. Now the Hollywood-based company is expanding into the trickier business of managing condo units for rent.

Trickier, because there are thousands of condos for rent competing for tenants. Continental's clients, often strapped for cash, have small marketing budgets. And Continental must try to persuade associations looking to pare expenses to invest dollars into sprucing up the building and grounds to lure renters.

So the company must get creative, using back-to-basics techniques such as posting flyers at retail strip centers and paying people to stand on street corners with big signs advertising free rent. Such techniques have helped bring them to 1,120 units in South Florida alone.

STAYING ON

When Continental, a subsidiary of publicly-traded FirstService, got into the business in 2004, they figured developers needed someone to manage rental units for a short while -- while they converted rental buildings to condominiums or to rent out units awaiting a new buyer.

But as the real estate market faltered, the conversions and sell-outs failed and Continental stayed to manage the units. Lenders who took over units through foreclosures also began to approach the company to manage for-rental condos, and Continental started marketing its services to banks, receivers and institutional owners.

Last year, this division brought in 4.4 percent of Continental's $281.5 million in revenue. While small, the business is an opportunity for Continental to branch out as many of its association clients cut back. Foreclosures have left associations unable to collect the dues they need. Some 20 associations have dropped Continental's services in the last six months, said Stephan R. Titleman, president of property management for Continental.

CUTTING LOSSES

In managing for-rent condos, Continental's primary responsibility is to help unit owners minimize their loss.

Those owners need income from the units -- fast. And they don't have much money to spend on marketing, said Danielle Cooney, vice president for the commercial property management division.

''We're going back to the old way that we used to market,'' Cooney said. That includes posting flyers and brochures and marketing to employers.

Cooney and her team are forgoing print advertising for free Internet listings, most successfully on Craigslist.

Continental even tries to get the attention of potential renters through ''human directionals'' -- people on street corners with big signs that offer free rent or simply announce the rentals.

Until about a year ago, rentals ran mostly on their own, Cooney said.

But it's become much more competitive to put renters into units, despite relatively low apartment vacancy rates of 4.6 percent in Miami-Dade and 5.5 percent in Broward, reported real estate services firm Marcus & Millichap.

`SHADOW MARKET'

That's because those rates don't reflect the for-rent condos on the market, which form a ''shadow market'' that drives down rents and pressures owners to give concessions, said Evan Kristol, a vice president in Marcus & Millichap's Fort Lauderdale office.

At the same time, many of the units' owners need the condo rented and generating income so they can quickly sell to an investor. ''We have to ramp up the rental'' rapidly, Cooney explains.

The units can be in a constant state of flux, with potential buyers coming in and out, unknown durations of rental availability and new owners suddenly taking over.

''We go through a lot of cases where there is actually a sale pending that never goes through,'' Cooney said.

To manage the potential chaos and get units rented quickly, the firm has a roving team of staffers who specialize in putting new tenants into rentals. To save money and work more efficiently, Continental also often does work in-house which it used to contract out, including completely remodeling units.

Getting the units in rent-worthy shape can be a challenge. When Continental does not manage the association, it can be much tougher to get the community to spend money on things like lawn maintenance and landscaping. Yet keeping the community attractive is key to luring potential renters.

In addition, the association or its management company may be trying to rent the units itself.

''It's a niche of the marketplace that is highly competitive,'' said real estate advisor Michael Y. Cannon, executive director of Integra Realty Resources-Miami. Besides other association management companies, Cannon said real estate agents, rental management firms such as Greystar and J&G Property Management and even lenders' in-house rental management divisions will be vying for the rental management contract.

And, ''We're competing with a lot of actual individual owners who are dropping their rents extremely low because they're facing foreclosures,'' Cooney added.

The company hopes to pick up business from individual owners. In Central Florida it manages 1,100 such units and has begun offering that service in South Florida. But it's tough to make profitable, Titleman said, and will require economies of scale similar to what the company has in Central Florida

HOA 1’s new general manager coming from Sun City Vistoso

Scott Devereaux is the new general manager for SaddleBrooke Homeowners Association #1, one of the two HOAs in the SaddleBrooke community.

Devereaux, who has been general manager of Oro Valley’s Sun City Vistoso Community Association for seven years, has more than 20 years of HOA management experience. He started in SaddleBrooke on Monday, Aug. 25, and a reception for him was held Tuesday evening.

“We are certain he will be a great asset to our association,” HOA 1 board president Jack Jeffery said in a letter to residents. “Scott will bring a new wave of enthusiasm to our management organization and community at SaddleBrooke.”

“As we look to the future, we must remember the past and those qualities that made this community successful,” Devereaux said. “Moving forward will take a coordinated effort by community members and staff to identify services important to the community as a whole.”

Devereaux’s HOA experience has been in New Hampshire, Virginia and Michigan. Earlier in his career, Devereaux was in financial and business management positions in Connecticut and Texas.

More than 300 Earn CAI Designations

ALEXANDRIA, VA, JANUARY 14, 2008 – Sixty recipients of the Professional Community Association Manager (PCAM) designation are among the more than 300 industry professionals awarded designations by Community Associations Institute (CAI) during the second half of 2007. The following were also awarded:

* 245 Association Management Specialists (AMS)
* 5 Reserve Specialists (RS)
* 2 Community Insurance and Risk Management Specialists (CIRMS)
* 2 Large Scale Managers (LSM)

For the year, CAI awarded more than 500 AMS and PCAM designations, a new annual record.

In addition, four attorneys were admitted during the six-month period to the College of Community Association Lawyers (CCAL), bringing that group's membership to 104. The new members are Jay Hansen, Esq., of San Diego, CA; John Richards, Esq., of Salt Lake City, UT; Richard Salpietra, Esq., of Rancho Santa Fe, CA; and Charles Williams, Esq., of Columbus, OH.

The AMS is the second tier in the hierarchy of professional certification and designations for community association managers. The first tier is the Certified Manager of Community Associations (CMCA) credential, administered by CAI's affiliate organization, the National Board of Certification for Community Association Managers (NBC-CAM). The PCAM is the third and highest credential for professional managers. The LSM designation demonstrates a specialized knowledge in the management and operation of large-scale community associations.

The RS designation recognizes education, expertise and experience in the conduct of reserve studies, an increasingly important component of community association operations.

CAI's designation programs were established in the 1990s and early 2000s to elevate the level of professionalism in the community association marketplace, a dynamic segment of the U.S. housing market that now encompasses more than 60 million Americans in an estimated 300,000 association-governed communities.

More than 3,800 managers have earned the AMS designation since it was established in 1990. More than 1,600 managers have earned the PCAM and 38 have obtained the LSM. Almost 150 professionals have received the RS designation, while 49 have earned the CIRMS designation.

CAI designation programs have elevated the professional stature of those who earn designations, and that has made CAI designations increasingly visible and valuable in the marketplace.

475 Managers Earn CMCA Certification

ALEXANDRIA, VA, JANUARY 11, 2008—The National Board of Certification for Community Association Managers (NBC-CAM) granted credentials to 475 professionals (listed below) who earned their Certified Manager of Community Associations (CMCA) certification during the second half of 2007.

The CMCA signifies that a manager has passed NBC-CAM's national exam and met the requirements for managing condominium, cooperative and homeowner associations. More than 7,650 professionals have earned CMCA certification since the program was developed in 1995.

NBC-CAM was founded by Community Associations Institute (CAI) to establish guidelines for acquiring and demonstrating fundamental knowledge of community association management. An affiliate of CAI, NBC-CAM operates as an independent entity.

To obtain CMCA certification, managers must complete a 16-hour classroom course, the Essentials of Community Association Management, and pass the NBC-CAM CMCA Examination. Certified managers must adhere to the CMCA Standards of Professional Conduct and take continuing education courses for recertification. CMCA recipients who don't comply with the Standards of Professional Conduct are subject to disciplinary action, up to and including suspension or revocation of the credential.

NBC-CAM is the first and only national organization created solely to certify community association managers and to help consumers identify managers who have demonstrated fundamental competency and knowledge in this profession.

With the dramatic increase in association-governed housing, there is an expanded need for education in community association management. The number of community associations in the United States has grown from 10,000 in 1970 to almost 300,000 today.

A community association manager's duties include providing administrative, operational and managerial counsel to association boards and residents; developing association budgets and financial reports; enforcing community association covenants and restrictions; overseeing payment for community association services, and managing association personnel.

CAI Launches New Resource for Employers and Job Seekers

HOA management firm offers franchises

Parker Finch Management has awarded a second franchise in Denver and one in Tucson.

The community association management firm, based in Phoenix and headed by Chief Executive Jim Small, has developed a $1 million business model that franchisees can get for about $100,000.

Keystone Pacific Awarded Property Management Contract for Condo, Townhouse Community

Irvine, Calif. -- Keystone Pacific Property Management Inc., based locally, has been awarded the property management contract for Portola Springs, a 2,600-acre community being developed here by the Irvine Development Co. for an undisclosed price.

Andy Larkin, senior community association manager with Keystone Pacific, will oversee the Portola Springs’ property management. Keystone Pacific will provide day-to-day management, including property supervision, administrative services and financial services, as well as the construction and maintenance services for the development’s Web site.

Parker Finch helps communities keep ‘curb appeal’

Jim Small just signed a lease on his company’s third office in three years, and said he’s already running out of space. The president and chief executive officer of Parker Finch, a community management firm, said the company has grown dramatically since he started it out of the spare bedroom of his house three years ago.

“If we deliver on what we’re supposed to do every day, growing is easy,” Small said.

Parker Finch provides services to homeowner associations and developers, to make sure the community looks its best and to “increase curb appeal.” The company makes weekly or bi-weekly inspections in its clients’ neighborhoods, checking for proper upkeep and yard care.

If, for example, a yard has weeds growing as tall as the house, Parker Finch will make arrangements with the homeowner to have a landscaper take care of it.

“If we do our job, everyone’s home values go up.” Small said, “You really get to impact people’s lives in this industry.”

Parker Finch is the first company in its field to offer franchising opportunities, which Small said really marked a turning point for the business.

“It changed the whole ball game for us,” Small said.

Small said he liked the idea of branching out to other markets, but the Arizona native said he has little knowledge on things like snow removal or hurricane shutters. He decided the business would benefit more from people who are familiar with the regions and how to deal with conditions specific to those places.

“Franchising the business allows us to have local knowledge where local knowledge is needed,” Small said.

Parker Finch became a franchising company in the first few months of 2006, and has since opened operations in Colorado and Nevada. Small expects to open more franchises throughout the Southwest in the coming months as well.

Because homeowner associations are mandated by the government for new master-planned developments, Small said the industry is practically recession-proof. According to the Community Associations Institute, about 286,000 association-governed communities exist in the United States in 2006, with an estimated 100 homeowner associations coming online every day.

To better educate the association leaders in each community, Parker Finch offers training sessions to all of its new clients on the rules and procedures involved in running a homeowner association. The firm also offers sessions in the winter, when new members are typically elected.

“Professional management is indispensable,” said Frank Rathburn, vice president of communications for the Community Associations Institute. “They provide the professionalism, knowledge and experience that few self-managed associations can provide for themselves.”

Parker Finch also offers online services where homeowners can submit requests, pay dues, check their account balance, download association documents, and even share recipes and plan block parties.
